romania , i would like to congratulate the reporter for his/her/its excellent work . it is also about for the institutions , for the étatses members , for us all , to show us at the height of this challenge , in relation to the fears of our own public opinions , and to recover the breath , the ambition and the vision of the founding fathers of europe . i have the impression unfortunately that , in spite of all beautiful words and the numerous chapters that the council examined applied manner , this process of widening is not sustained propelled nor by the necessary political energy . many countries of the union faced similar problems at one moment or to another of their development and can counsel bulgaria in order to help it to surmount those to which she/it must cope currently . the democracy is not only a question of majorities , it is also a question of joint decision suitable of minorities . the countries candidates must be on a foot of equality and their adherence must only depend on their own development . at the same time , we should recognize the efforts agreed by countries as lithuania that catch up , so to speak , the lost time . we have interest therefore to spread our system of rights and liberties until romania and it is an argument to put forward in the setting of the critical debate with the european public opinion . however , he/it is a question around which the rallying makes itself - to know the one of the widening . my group sustains the limitation of the periods of transition therefore concerning environment to a maximum of five years . mr. president , it is necessary for us to give a positive impetus to the widening . the debate remains certainly open with regard to the order in which these countries will be able to adhere , because it will be necessary to verify the state of advancement of their internal reforms also . i am delighted with the very positive report on slovenia and the considerable efforts undertook by this country to satisfy the criterias of copenhagen. as chief of delegation , i could give time and again i account of it , all as the commissioner . in my opinion , the proposition is worthy to be taken in consideration . these shapes of violence and exploitation of the women must be condemned from now on and must be fought by all means , as well in the eu that in the countries candidates to the would be ready to accept such a cost , provided that this money is used to good knowledge . i share the preoccupations and arguments that the reporter , mrs. rühle , evoked tonight concerning research and social helps . two weeks ago , held the assembly parliamentary equal acp . in a same time , we want that some budgetary means are invested in the fund for research and information , in order to never finish some . i am obviously what i eat . finally , mr. commissioner , in addition to the authority , it is necessary that the competent services of the commission , in collaboration and in coordination with the étatses members , establish a homogeneous and efficient control system in the whole food chain and that the network of food laboratories of the european union is reinforced and communal centers of research . today , we discuss on one white book and we have interest to define a few big principles . now , these procedures have been amended and have been modified and we have our own national agency of food security , the food standard agency . finally , we will also sustain several new amendments , more precisely the amendments 11-13 , 7-9 and we wish to have a vote in conscience on the amendment 14 . in this context , i would like to say of straightaway that the food security depends entirely on the organization by the rigorous control authorities - controls that are as rigorous as the weakest link . he/it is clearly evident from the exam of this question how much is superficial and empty the debate that we lead on the political unification of europe . let's confide to the european authority of the food security the only scientific experience , in link with our national agencies , therefore . if one makes the summary of the progression of the main especially , he/it must win the respect of his/her/its equals and the confidence of the public and must bring the governments of the étatses members to accept his/her/its findings . this is how i consider a future european authority of food security . there is the world organization of health in geneva . i don't hide either , that to the publication of the white book , i was against the creation of such an authority . it is necessary to look therefore after what the european union has most elevated standards possible of food security , but this conception - unanimously shared - must analyze the economic consequences that it misleads for the sectors concerned by a requirement of production also . the tasks of the agency will be then the following: research independent scientist , consultation , inspections and independent controls , as well as a fast alert system , but surely also a task of coordination in order to restore the confidence . by the way , i would tell the speakers who made reference to the question of the necessity to appear sensitive to the local or traditional product promotion that this question is covered by the legislation concerning hygiene . this consensual climate will facilitate the mission of the commission when the moment will have come to submit a balanced proposition that takes account to the maximum of the opinions exposed by the parliament and by the numerous taking parts in the domain of the food security . to tell the truth , this topic was these last years one of the driving forces that led , of the political view point , to the signature of the convention of ottawa . i recall my opposition to the amendments 10 and 19 for worries of budgetary consistency and , for what is the amendment 29 , i ask for the vote by blocks small laborious works , to work with precision , to dedicate the time and the necessary staff to the achievement of the tasks . with this report , we want to show to the citizens that we take their relative complaints seriously to the very mediocre quality of the legislation as well as those relative to the regionalization and to centralization excessive . the treated topic is of course
