we know very well that the treaties in their current are not enough and that it will be necessary for the future to develop a structure more effective and different for the union , a structure more constitutional which makes it clear what the powers of the member states and what are the powers of the union . messages concern firstly before the economic and social problems that we live , despite a sustained growth , as a result years efforts on the part of all our citizens . the current situation , particularly unbearable for many companies transport independent and for agriculture , must be improved . to find an agreement on the processes is a good thing in itself , but we must ensure that this system should not use of force strikes policy . they too have a clear vision of the rights they must respect . i am in agreement with its warn against the return , which attempts to some , intergovernmental methods . we are a lot to want a federation of nation states . the rapporteurs have stressed the quality of the debate and also the need to go further . of course , i can join . i would also like to thank all those who have kindly criticized for not having made this speech earlier to the refugees and those , i shall reply that before speak , we must learn to know , assess the forces , because the speech policy must always be realistic and close to the reality and objectives that we have set ourselves . i would like to see will wage enhanced cooperation in order to give some examples of the new still has further potential in europe . the vote will take place today at 12.30 p.m . the commission cannot accept amendment no 12 . i shall be voting in favour of the draft regulation . the reports by the european court of auditors are constantly to meet these estimates , greece in portugal . as a result , we have not voted in favour of this report . according to the defenders of these buses , these are not only better market and can be used throughout the world , but they are also more environmentally friendly because their fuel consumption per passenger is less high . the role of the ' benchmarking ' in the field of dissemination of good practice across the eu is also pointed this out . a binding charter and global , detailing rights that absolutely must comply , threatens to put it difficult to a later stage . i would like to thank both for their tremendous commitment . we , we do not believe that this dialogue can be concluded in nice in less than 3 months , and this reason alone our refusal to accept the proposal to incorporate the charter in the treaties on the occasion of the nice summit . the the csu in the european parliament welcomes the fact that the draft charter of fundamental rights brings together and makes visible fundamental rights enjoyed by the citizens towards bodies and institutions of the eu . it is the image of liberal europe which is being built . in fact , i would have liked the freezing of this charter , so that we can continue to work , as proposed a great deal of non-governmental organisations in different countries of the union . ( a5-0248 / 00 ) by mr queiró , on hungary ( com ( 1999 ) 505 - c5-90 h-0028 / 2000 - 1997 / 2175 ( cos ) ) ; i would therefore also propose that parliament is more , next year , the general report , but merely national reports to show that we attach to a further differentiated of negotiations . it seems to me that , on the basis of the work which have been committed by the previous presidencies and by the commission , the french presidency will be able , at least i hope , at the european council in nice , a sufficiently precise of the accession process . i have said and i have no hard to repeat here , the french presidency shy any difficulties that arise , which does not mean , of course , that we will have time and resources to deal with all of them . this question is , of course , perfectly legitimate , but we must respond properly and clear . enlargement is a broad perspective that we must deal with a great deal of generosity and vision . all the results of the intergovernmental conference reply to the enormous pressure that enlargement in the field of adaptation . the second major change which we are seeing and which europe must adapt is speeding up immeasurable economic development towards a global market and a global competition . fourthly : it is why the principle that the member states who began later in the process have a good luck to catch up those who have started earlier . in the areas where considerable investment and long term are necessary to achieve the requirements of the eu , we should remember that existing member states have also , in such cases , asked long transition periods . in the field of security of borders and the fight against crime involved our standards and the benefits of european cooperation . let us look trade that there are now between the european union and the countries of central and eastern europe . i was pleased that the commissioner is finally starting to talk to inform the people to say that the fears which have been mentioned had not reason . but one thing is clear - and i am pleased that mr verheugen has once again highlighted : it can be no transition period when it comes to respect democratic rules . on this point , we need the help of the commission , because , even if the will is there , ammunition sometimes lacking . it is essential so that we , the european union , to set objectives to carry out our own reforms internal . however , we do not agree with certain aspects and issues to be essential . this prejudice to the european union , its future independent north america and also a common european security and defence policy , given that this creates risks with russia and other countries . we hope that there will results and must not refer to another intergovernmental conference , which must be made to ensure that enlargement takes place . i will be brief , as i have already been , as i have left three minutes my speaking time in my first speech . it is very important and , from this point of view , i am pleased that the commission is working an information campaign that commissioner verheugen is both large and decentralised . but - and this will be my last word , because i want to understand : i am not a pessimistic , i does not ' small arms ' , i would like an option strong towards enlargement - to be credible , we must also be serious , we must also be understood , we must also be able to obtain the accession of the people , of the people of the candidate countries as well as our peoples . for the moment , i do not see any need to discuss the financial perspectives in relation to enlargement . i can tell you about none of them ! it is for the same reason that they have also expressed seen to join the european union . we shall now give the floor to the various rapporteurs . i am given the work of the rapporteur about estonia . as a member of the party it is moderate , i am very thrifty when it comes from the taxpayers ' money . then , it seems to me , will you make an idea that the latvians have done in recent years . that is not enough ; the whole of the strategy must be more looking towards the citizens . lithuania has a potential valuable for sustainable economic growth . in a broad sense , it concerns the european union 's cooperation with the russian federation . i now turn to another weak point : the support of public opinion , both inside and outside the european union . after a fiscal policy intelligent , foreign direct investment 1990-1994 , last year , more 5,45 billion euros . we should not interfere , especially not we germans ! the democracy slovakia develops stable , which has not always been the case . i am proposing , in this speech to stress and to take up the six aspects of the development of the situation hungarian language , which deserve to be highlighted in the prospect of accession to the european union . i am pleased to see that this issue was envisaged in the general report on enlargement presented by mr brok . it is also and above all in the nuclear sector , where the legitimate concerns about nuclear safety and environmental may be used by the lobby preventing nuclear power . the formation of a high level group is a measure which i commend my colleagues . the report that i have the honour to submit to you and which has also been adopted unanimously in committee , notes that the part of the territory controlled by the authority legal fulfils the copenhagen political criteria . to this end , a leading role will , without prejudice , of course of its own role of the commission , the high representative for the cfsp , javier solana . however , the main problem which malta must face is that the government and the opposition deem differently the accession process and that the european union is committed to the fluidity of this process . even between the usa and mexico , the levels are more closely , which is why we are discussing , in the area of the internal market , for a strategy well thought-out , flexible and the extent of the challenge . but i should also enabled us to express my respect for the citizens of the countries of central and eastern europe which sprint courage , ten years ago , take to the streets and who have contributed to set in motion this process . the information society is important for industry , old or new . nor can we allow blinded by the percentages of community law transposed into national legislation . but the ten new countries of eastern europe do not have such uncle of america . this also applies , and as degrading , for the transport of live animals to slaughterhouses . in all legislation major , we are considering now to impose an assessment of the effects on health . my report must also talk of the european union and point out that european funds for regional development cannot continue to be granted on the basis of a simple division accounting between the regions . elmar brok has started rightly his speech by pointing out that we will all the beneficiaries of enlargement , in particular , we stand on this side of the external border at present . the development of inland waterway transport internal will be essential for environmental reasons , because we must move away from quantities of goods on the roads , and if we cannot carry on rail , we must use waterways . it has also mentioned self-interest or populism , and the fall in the course of the euro has certainly not helped to improve things . the message we want to send to the candidate countries is as follows : ' does not allow mislead by the scale of the reports and documents which are before you . unfortunately , there is now too many parties who have lost their ideology and which demonstrate a idealism inadequate and materialism excessive . if we need to defer the right to the acquisition of land and housing use reunification , differ . it is up to now , but is certainly threatened by the lack of transparency bureaucratic and resistance clear , although not public , some governments . where are million jobs promised by the maastricht treaty ? while we are in the process of revising the treaties , some member states require a new reform . the vast majority of investigations international on this subject and gains throughout macroeconomic economic , linked to enlargement . however , except minorities to be insignificant , no political group calls into question the main objective of the policy of slovenia , which is to enter more quickly in the european union . if the union is enlarged quickly , we need to break up much as it is proposed in the position on the enlargement of the group of the european liberal , democrat and reform party . in my view , it is clear that the regime institutional prescribes has many long-term consequences on the health of orphans . i would therefore ask you to support the amendments to this effect . and even politicians in europe do not understand quite well the negotiating process . cyprus will become a kind of a bridge towards the countries in the region . i wish the negotiators the continuation of the success of their work in this important area . a second form of communication is also necessary between our countries and the candidate countries in order to explain what the european union . we cannot afford to lose even more momentum that existed at the beginning of the 1990s . mr president , first of all , as rapporteur of the party of european socialists for the report on romania , i would like to congratulate the rapporteur for his excellent work . it is for the institutions , for the member states , for us all , for us to live up to this challenge , in relation to the concerns of our own public opinion , and to return to the opposition , ambition and the vision of europe 's founding fathers . unfortunately , however , i have the impression that , despite all the fine words and the many chapters that the council has examined applied , this process of enlargement is not supported or driven by the energy policy is necessary . many countries of the union have faced similar problems at a time of their development and can advise bulgaria to help overcome those which it must now face . democracy is not just a question of majorities , it is also a question of codecision appropriate minorities . the candidate countries must be on an equal footing and their accession should be dependent on their own development . at the same time , we should acknowledge the efforts made by countries such as lithuania which are now catching up for lost time . we have therefore interest to extend our system of rights and freedoms until romania and it is an argument to make in the framework of the debate criticism with european public opinion . however , it is a question on the ground , namely that of enlargement . my group therefore supports the restriction of transition periods in environmental matters to a maximum of five years . mr president , we must give a boost positive for enlargement . the debate is certainly open in relation to the order in which these countries will join , because it will also examine the state of their internal reforms . i welcome the very positive report on slovenia and considerable efforts undertaken by that country to meet the copenhagen criteria . as leader delegation , i was able to report on many occasions , as does the commissioner . in my opinion , the proposal is worthy to be taken into account . these forms of violence and exploitation of women must be condemned and combated by all means , both in the eu in the candidate countries . to conclude , i would like to take this opportunity to join a number of fellow members , which i agree with the thoughts and concerns , and stress the need to look carefully at the question of the borders of europe and , as a result , the extent of its enlargement , as well as an opportunity for the european parliament , to draw up a special report on this subject . the minutes of yesterday 's sitting have been distributed . thank you . it is time to point out , quite rightly , in this house , that a europe of citizens must be a europe in which the community legislation to protect their rights as it is important . i put to the vote the request to postpone the committee on legal affairs and the internal market . we know that these undesirable substances and products are very rarely substances the toxicity violent , but that it is a question of substances accumulate in the long term in the body and which have a life long , such as dioxin , aflatoxines and heavy metals as cadmium , lead and mercury . it is not possible to find those responsible . if we are to allow this dilution , we should at least notify control services , and it must be put on record that these watering down exist because this problem must be made public and a public debate . it should highlight the following : the dioxin crisis has been the result of criminal acts against the existing regulations . mr president , i would like to thank the members who have spoken before me . this was an urgent need . for example , for fishmeal , the limit value is different from that which is proposed for products of animal origin at sea . it is time to break with an interpretation false the principle of subsidiarity which intends further every day to increase the tutelage of brussels on our nations . like the rapporteur , i believe that all these measures are justified , as it is justified to look at the case of these substances to which it refers , which are not toxic in itself , but which increase the toxicity of mixtures . unfortunately , a large proportion of know-how age-old , good sense the farmer , are lost , in this era to industrial agriculture , where the animals are more than production units and goods . the new regulations will bring together , to harmonise and simplify the requirements for health very detailed and complex which were previously scattered among many directives . the number of people who want to know exactly which components , according to my research , fairly small . secondly , farmers , who are the producers of ingredients in animal feed , suffer indeed a change . in future , it will destroy a much more important their basic products . the compensation is necessary , even if it is clear that the farmers themselves are also very concerned about the welfare of their cattle . amendment no 18 propose explicitly include water in the definition of feedingstuffs . on the basis of these various evaluations , the commission will propose to the member states appropriate measures to limit the presence of substances involved in animal feed . in view of the amendments submitted to the adoption of this house , i am grateful to parliament for its support for the proposal . to sum up , therefore , the commission can accept in full 15 of the 27 amendments . i assume that this time , they will not succeed . the commission has promised that it work and it has also announced that this list would not be ready tomorrow . the farmers should simply know - and , at least on request and in the form of percentages - what contain these of compound feedingstuffs and how much . to conclude , i would like to thank the rapporteur , mr graefe zu baringdorf , and mrs roth-behrendt for their reports and hope that the council will adopt a constructive attitude , so that we can achieve a transparent system on the declaration for animal feed . all this , of course , because of the tragedy of bse , which has been a real novel , several chapters . the products toxic , which affect the health of humans and animals , are not acceptable . but let us begin by the positive points . the proposal under discussion is the beginning of a number of initiatives which must be based on the white paper on food safety . thank you very much , commissioner . ( parliament adopted the resolution ) report ( a5-0248 / 2000 ) m mr queiró , on behalf of the committee on foreign affairs , human rights , common security and defence policy , on the request for accession of hungary in the european union and the state of negotiations [ com ( 1999 ) 505 - c5-90 h-0028 / 2000 - 1997 / 2175 ( cos ) ] report / a5-0247 / 2000 ) by baroness nicholson of winterbourne , on behalf of the committee on foreign affairs , human rights , common security and defence policy , on the request for accession romania to the european union and the state of negotiations [ com ( 1999 ) 510 - c5-90 a5-0033 / 2000 - 1997 / 2171 ( cos ) ] thirdly , and finally , and it is perhaps the condition of the more difficult , the council must agree on the new arrangements institutional which allow the community to operate effectively , efficiently and democratically after enlargement . even if you support the principles of article 13 , it is clear that the legislation derived that the european union draws will sometimes very far , and that there is no reason to reject the candidate countries have a right to the differentiation of culture . i shall conclude by stressing the fact that the enlargement process must be gradually , at the pace of adaptation of the candidate countries . . ( es ) in the current context and in the light of the reservations which have started to be heard on enlargement of the european union , it is important that parliament is a political gesture clearly in favour of it . the european union , since its creation , serves to bring together the people . the criteria in the 1993 copenhagen council , on the democratisation or the ability to support the competition strengthen , by way ' acquis communautaire ' , there is a to brutal capitalism and destructive . a headlong rush in enlargement , in these circumstances , the risk to speed up the excesses populist and fascistic promising here and there . the agenda for this sitting contains a report relating to equal opportunities between men and women , which illustrates once again the attainment of the acquis communautaire in this area . who could deny entry , in the european house , poland copernic and john paul ii , hungary martyred in 1956 budapest or the capital symbol , prague , when democracies popular défenestraient head of state and crashing the people of jan palach for freedom . a europe more extensive , for the tasks and responsibilities more , needs greater financial resources . i would like to take this opportunity to express my greetings to the interests of pensioners and the elderly estonia , hoping that deals on their livelihoods within the european union . i therefore do not see any reason for latvia is not permitted in the european union , if it continues to make progress at the same rate and once the union will to carry out the necessary adjustments of its institutional structure and its policies to cope with enlargement . i therefore do not see any reason for lithuania is not permitted in the european union , if it continues to make progress at the same rate and once the union will to carry out the necessary adjustments of its institutional structure and its policies to cope with enlargement . some progress is also evident in the area of the environment , with the implementation of the ' fund national protection for del ' on the environment , public health and consumer protection ' and the application of the ' polluter pays ' principle . in doing into poland in the common house , the european union will show justice with regard to the new arrivante : justice which has for too long missed . i hope that the czech republic join the union quickly . . ( en ) i welcome the report queiró on the request for accession of hungary in the european union , and i share the majority of the conclusions that draws the rapporteur . i hope that bulgaria join the union in a future not too distant . poos report ( [ h-0249 / 2000 ) it is a position fair and balanced that the council of ministers needs to take serious account . i hope , that the negotiations under the aegis of the united nations will be able to achieve , so that the cypriot people greek and turkish benefit , together , benefits of membership in the framework of a republic to be reunited . . i welcome very much the poos report on the application of cyprus to membership of the european union . however , we , consumers , we stand at the last of the food chain , and we are réceptacle final of misappropriation and counterfeiting of food . it is particularly close to our hearts to implement , at european level , and practical way , food safety since from farm to the table , or since the farm up to the fork . it is precisely because we are in favour of the development of relations of cooperation , really fraternal and between partners really equal , between all the countries of the world , that we do not intend , by our vote , to support a sham . the council informed parliament before the vote in committee , but only just before , removing deliberately any opportunity to review the issue with me or with parliament . in my report , i would ask for a greater representation and participation of ngos , a strengthening of the responsibility of the european parliament , the establishment of an annual report , which must be debated in parliament , a degree of transparency as large as possible , the promotion of memory of the past as an instrument in the fight against prejudice and the recognition of discrimination on several counts . at the same time , the interests justified workers must be taken into account . given that a high responsibility falls to the social partners in relation to the rules on discrimination at work , they are to develop practical solutions . in response to my invitation , jenny had come to attend as coordinator of the group . practice , because the directives and action programmes encourage , the member states to combat discrimination on the basis of the same principles and the other hand , the commission to play its role as guardian of the treaties , but also to guide in the social debate . despite the fact that the legal basis to release of the appropriations for new preparatory actions , their funding in this category could lead to a reduction of appropriations earmarked for other policies . ladies and gentlemen , we have before us a proposal for a framework directive necessary , but insufficient , which we will have the opportunity to improve the mechanisms once a certain period of application will be passed . i hope that the commission , in the light of this new directive , is of interest closely discrimination on grounds of sex . i congratulate the commission , as well as the authors of the reports . i am satisfied with the opinion of mann 's report to allow organisations basis ideological ask , if necessary , the staff requirements recruitment in connection with this basis . the speed with which the institutions have made use of new powers of the treaty of amsterdam proves , commissioner , that the european union should maintain its status pioneer in terms of equal opportunities , and it is for this reason that i would like to thank very much the european commission . the fact that there are in our society of discrimination kinds various confirms the importance of the action programme in the presence , for the report by mr cashman . mr president , on behalf of the bonino list , i should like to express cry that we feel before the way in which europe and the member states deal with the subject of discrimination , of racism and xenophobia . the commissioner can explain why the commission does not take account of this aspect ? the second issue i would like to address is that the ngos , important that they are , are invited to deal with the implementation , regardless of their size , their very nature and actions that they lead . the group of the european liberal , democrat and reform party and democratic evaluated positively and particularly the work of parliament who wanted to insist , also and above all , on the prevention of the phenomenon , and not only on good practice . this is a challenge for us all , because we consider the other on a first impression . mr president , to fight and legislate against discrimination , it is to recognise that they exist and that they are , for many of them , ' regulated ' because trivialised . the first , unctad , the united nations conference for trade and development , has asked in 1963 in geneva the principle of inequalities reimbursement , discrimination . in fact , information and awareness are of fundamental importance , they must be a factor ambiguity and serve to instill a new mentality , a new way of thinking and , so that these prejudices bandied about vague in the population can be completely , removed from our midst and that a real equality is guaranteed in terms of law between all the citizens . it is therefore important to make progress of the two legislative initiatives discussed today , improving , however , some of their aspects and increasing the amounts earmarked for the financing of the programme , to reflect the political importance to this fight against discrimination . in particular , the agreement on the principle of forecast the adjustments reasonable , including sweden and ireland are setting , will now ensure that employers the whole of europe , to adapt their places of work , acquired special equipment and to change their working methods to offer a fair chance to workers with disabilities . article 13 is the point of departure for a new objective of the eu : the fight against discrimination or the unequal treatment of the citizens by means of the reasons which are listed in this article . the second point i would like to emphasise concerns foolish committed unfortunately by the commission with this first the package in the sense that it wanted to draw up a list of priorities in the grounds of discrimination . mr president , the discrimination based on religion is unacceptable , like any other form of discrimination . as layman convinced , i cannot therefore to associate myself . however , the idea generous to recognise each citizen the maximum freedom as possible , provided it to be compatible with the same freedom for the other , meeting still obstacles - some and the other of law . one of these directives has already been adopted in record time , and i think that the other has a good chance to be adopted at the french presidency in november . some do not comply with the legal requirements , as the amendment concerning the agreements of the committees . however , i cannot accept amendment no 38 , which proposes to delete article 5 of the list of differences treatment on the basis of age , which could be justified . you mentioned the important issue of the conformity of contract . that is the first time that we allow joint projects in this programme of action . it is clear that the code will be global , it will be effective . article 7 of the code commits the member states to prevent any transfer of arms to the ultimate users inappropriate . mr president , i must confess nostalgia of the time when en , the european parliament , but also of various movements pacifists and trade unions , incentives to think and to act in the sense of a gradual reduction in the production of weapons and where we asked how we could move military use for civil use . given the situation in which are now the world and our continent , after the end of the cold war and the breakdown of the equilibrium established by the terror of weapons of mass destruction , such behaviour would be irresponsible . these weapons have become , so to speak , the symbol of anarchy in many places in the world . the cfsp covers a activities designed to deal with the crisis situations outside the borders of the eu , and not anything which can be described as a defence policy . their aim is to prevent arms exports destination of governments that violate human rights , areas prone to conflict or regions engaged in racing weapons . the commission , in close collaboration with the member states , has actively participated in the development of the joint action of the european union on in small arms and light weapons . the next item is the commission communication on the european research area . introduction of forms of intervention for the longer term , as the intermediary between the support of projects and funding institutional , use of the instruments that are infinitely variable offered by the treaty , particularly the participation of the union national programmes , as it is under article 169 of the treaty . what we want to strengthen the character of hierarchy and it depends upon the level of how intervention . you say consider a recasting of a total of the framework programme . i think that we need now something which the structure of the european research area , something which goes beyond the framework programme , which has been additional national programmes ; we need is endeavouring , which means that we must accept formulae . as for the ideas with the stoa , i believe that we must do something together , as the house , the joint research centre , institutes vision present in the various member states are involved . it seems that the commission is making progress quantum leap towards the achievement of the european research area . there will a chapter on science , society and the citizens . there contacts have taken place with the authorities of greece , ireland and portugal to ask the government of these countries to speed up the presentation of the commission of their projects under the cohesion fund . probably the absence of the service you mention , which was in the previous commission and which was devoted exclusively to the cohesion fund , does not have more specific . my second question is : apart from the cohesion fund is concerned , there is the community support framework , the structural funds , regional programmes , etc. what countries you had projects final and what programmes which countries have you already approved ? in 1989 , the commission has introduced a new proposal to provide greater flexibility . i have , of course , the arguments of mr bolkestein and i know that the rule of the principle of the treaties forbidden to tax foreigners more than companies domestic consumption , but the rule of law in general of fair competition in europe should apply and , when the levels of taxation are totally disproportionate when , we should consider that the legislation in the field of competition can have on the situation , and in spite of the general rule that it is a prerogative of the member states . if you want to retain the fuel , it must be done through taxes on fuel , and not through other forms of taxation . i will reply to mr purvis that the question of disadvantages regional natural is probably the responsibility of national governments in part of their electorate in the peripheral regions and away . mr president , commissioner , i would like to thank you for this information . in the spring and last , the commission has made a review general of its activities and its human resources . we have had certain information in this direction . these children , in a proportion growing , are exploited by tourists and business people , which for a large number of them come from europe . the commission believes that all companies will be able to prepare in time for the transition end to the euro , including with regard to adapt their computer systems and their software . this discussion philosophico policy is no longer on the agenda , but we can debate the whole of the dangers of a referendum , although perhaps in a different context . this also applies momentum . a point has recently been sent to the french authorities . as far as the candidate countries , i can tell you that meetings have taken place with them on the subject of the transport of animals and agreements preliminary have been concluded . the commission has been informed during the season sowing in the spring of this year the interception of seed imported varieties medicine various species , understood cotton , containing traces of seeds gm . however , after consultation its services , i am able to inform you that the fundamental requirements of safety in the field of computer equipment for private use or professional are set by a directive on of electrical goods , the directive ' low tension ' , and by the directive on equipment and equipment terminals telecommunications . if provided with me that the distinction made between safety at work and security in class or security for a child working at home is not a ? perhaps serrera-t the hand of president khatami . aung san suu kyi is now de facto under house arrest . i object to go further in terms of trade or to advise other actions on the trade or investment . question no 15 by ( h b5-0769 / 00 ) : those who said that were , for example reference to some of the meetings for electoral purposes to which they had seen . the questions 16 to 44 will receive written answers . what we would like , it is a report of the european consolidated , published and examined by this parliament . we should concentrate on the transition to the production of arms and not on the way in which we will ensure our competitiveness in relation to other countries in the world producing weapons . the five permanent members of the security council , which are supposed to ensure on our security , should listen to these proposals and negotiate as quickly as possible an arrangement really worthy of the 21st century . the debate today is an important milestone in the process of reform that the prodi commission has begun a little more than a year ago . i cannot help to have the impression that , in its haste to produce a proposal in the deadlines set by the white paper on reform , the commission has failed to address properly the details . i therefore propose that the financial controller and internal auditor produce both annual reports making account of their activities . the the van hulten report emphasizes , and with reason , the distinction litigated by the commission , and represents a good basis for the exchange of best practices between the institutions . let us hope that this is not repeated . if we define a rule for the major institutions , then the principle of independence put forward by the committee of wise men must prevail everywhere . we have very often experienced in the past situations in which the decision-making process excessively long have caused to proponents the disappointment and the loss of confidence in the european institutions . i would like to say to the commissioner that this report is a transitional stage is needed , which would mean that it is the first phase of building a bridge between the system of control that we have today and the system that we want after the reform . what is the proposal before you . only when they will be able to take that sampling , the procedure sampling arrangements , which will also often controlled , will be withdrawn . in addition words , we are all aware that the task will certainly not easy . i believe , of course that we are not qualified , or as politicians or as technicians , to be able to work alone in the resolution of this problem . fortunately , the vast majority of children and young people are growing up in an environment free such harmful factors . i fully agree with the chairman of the commission , when he stresses the need to establish a catalogue office ; it is absolutely necessary , in my view , to strengthen the principle of subsidiarity and it must , therefore , that the eu stops to want to establish policies in a large number of areas in which the political problems are not abroad . information from the world and relating to all the areas of knowledge will become available since the home in as soon as possible . for them , communicate with the whole world is one thing ordinary . arrêtés very quickly , they claim to police : ' funny peak-time , we will not take too easily ' . the legislator - i will conclude here , mr president - cannot resolve , but it must sometimes to recall the rights and duties of each . i am very sensitive to the remarks that have been made on education , training to read images , on the awareness of the younger generations to have a critical approach of the media and not to eat anything , any when , no matter how . if a report as it does not make progress , to improve the mobility , or at least begin to break down the barriers that obstruct mobility in the world of education , nothing will impact more negative on their opinion . the problems to solve in the various countries are diverse nature : for example , different rules in terms of social security , grants study , right of residence , taxation and lack of mutual recognition of diplomas and experience . it is high time that europe attaches again to the proper implementation of programmes such as socrates and youth for europe . the experience of mobility of students and teachers show that the real problems of this mobility are not so much on the part of the directorate of education , but in the area of the authorities in social , fiscal and immigration . it has mentioned the socrates programme to illustrate this problem . there must be a system of inspection clear , control clear , even if this sampling arrangements and , above all , a counter , a web page , where the students can table complaints . we therefore demand the integration of the target group of researchers among the categories of people eligible recommendations . it is easy to do in a speech , but not so much in practice . the debate is closed . we appreciate your approach , as the president chirac or the minister both mr joschka fischer . enlargement requires strengthening and reinforcing allows and compromises not enlargement . ( applause ) europe has a cultural heritage , social , legal and scientific single fuelled by the variety and the vitality of national components . the proposal for a resolution on the reports by the commission , on which you are going to speak earlier , is rich in this area . this is clear in the report drawn up by the finnish presidency on women and decision-making the indicators that she has drawn up will help to assess the progress made . in addition to this conference of ministers and the symposium on equality at work , two texts very important , specifically dedicated to equality , but under the council ' employment and social affairs ' deserve to be mentioned . the second is on the principle of non-discrimination , based on sex . in the context of annual reports , i would like to add - and the president-in-office has also addressed this point - that one of the main problems facing the eu is obviously the existence of large cultural differences . the reports issue here is also give that impression . we must ensure that the directive on equality translated really in the legislation . i believe that this method , applied in the first place by finland , is valid in several areas and , as it is part of the strategy of equal opportunities of the commission , we can expect good results . on behalf of equal opportunities , french women have obtained , thanks to europe , the right to work at night . as a french citizen , this vision of the world is particularly foreign . despite these comments , we shall be voting this report because , of course , we are in favour of equal opportunities , but equal opportunities , it is above all due respect for everyone . those who deprive the mothers the freedom to raise their children without being paid will receive the bill later , in the form of crime juvenile and vandalism . in this regard , i would remind our report on the splitting of pension rights in divorce cases , so that the benefits for the survivors and the age of the pension should be included in the directive from 1979 . the women polish we were very grateful to have stated that the representative who was present has not shared the position of women polish . a presence more and more women at all levels of government and in all areas is essential to strengthen democracy and to promote and to maintain peace . finally , i would like to mention the situation of women in the countries preparing their accession to the european union . so the members of the council , and particularly men who sit , they have to take on the important task which is to carry out europe in the fight against the mafia which organises trafficking in women , because this form of slavery is not the kind of problems which can be of raising the shoulders of politicians responsible , or that they can to hold back or neglect . we can be deduced from reports and speeches that we are considering today that the problem of equal opportunities is , as many of us knew , a structural problem and that , in order to tackle , we need global strategies , because women are neither a category or a social group uniform , and even less collective . it is true that i was a little sorry to see that maria de belém roseira revolved around this post . two of you have mentioned new social rights , new rights of taxation . thirdly , they are the basis of a strategy for the european union - even for the charter of fundamental rights , the fact that we have had a view of the current situation has played an important role , but they also offer the opportunity at national level , since the member states can now , thanks to the proper evaluation , define their national targets . the joint debate is closed . we must see these amendments in the new context of the interinstitutional agreement and , consequently , parliament can compromise insisting on these amendments comitology because , in a way , they have been overtaken by the new interinstitutional framework . however , i still personally think that the text approved at the time by parliament responded much better to the new realities flowing from the internal market and the liberalisation of the markets , because the elements of clarification and control that introduced amendments not accepted safeguard more respect for the regulation and the application of the same procedures . if we want third countries must accept the compromise , the european community should be the first to apply in order to ensure compliance with its own standards , because if a country has the opportunity to introduce products on the community market by smuggling , why take the trouble to negotiate any kind of concessions with us ? in the same way , parliament 's amendment concerning the declaration of illegal immigrants , which has been adopted by the council , will allow the customs administrations of the member states refit of management instruments automated the most modern . but it is too late now because the vote has just taken place and the members have voted in favour . vote ( continuation ) report report ( a5-0198 / 2000 ) by mrs dybkjær , on behalf of the committee on women 's rights and equal opportunities , on the annual reports by the commission on ' the equal opportunities for men and women in the european union - 1997 , 1998 , 1999 ' ( com ( 1998 ) 302 - c5-90 a4-0106 / 1999 ) ( com ( 1999 ) 106 - c5-90 b5-0289 / 2000 ) ( com ( 2000 ) 123 - c5-0288 / 2000 - 1999 / 2109 ( cos ) ) this is not the first time that i am speaking on the mobility of students and of teachers . this report is all the more important that it comes at a critical time for the european union enlargement . the discrimination fight not by the creation of the administrative services further , but only in the minds of people . i have not voted for the report mann , because if it is indeed necessary to seek equal treatment of people in the field of employment and work , it should not encourage the zeal to abandon the protection of the freedoms and respecting the rule of law . as a layman convinced , i do not have been able to associate myself . the snp welcomes this directive and its objective to put an end to any discrimination at work . if we want to make the directive acceptable and can be enforced , it cannot be overburdened literature and wishes which do not belong in a legislative text . the eplp expresses strong reservations on the following areas . some elements should also , in our view , be left to the discretion of member states , such as the general application , the organisation of training for workers of certain age groups , the nature of ombudsman system , and the way in which smes should interpret the directive . in this interview , van hulten pointed out quite rightly that only the resolution of problems such as fraud , waste , but also the lack of efficiency in the decision-making process , we will start with an agenda positive . the reasons the direction for my vote relates to a large extent , the question of rapprochement between the european union and nato and boost given to the common defence policy . it also refers arms exports of the european union as a means of solving future local conflicts in the geographical areas bordering europe . however , i cannot accept that the formula the need for a common defence policy and a european security and defence policy . the children are the first victims of violence on television . i welcome the implementation of this study . a group of experts will be represented at community level and task is to the creation of a memorandum establishing general principles for the protection of minors in the context of the media . report dybkjær report ( a5-0198 / 2000 ) it is a particularly interesting that , for the first time , to be addressed to the need to continue the evaluation of political initiatives by means of annual reports of the commission . peru mr president , peru are currently experiencing times of uncertainty and babies all hope that the current situation can be resolved by means of a process , guaranteeing all civil and political rights and contributing to the strengthening of democracy and peace in peru , where 25 000 people have died in the last fifteen years . the word in question is the word ' democracy ' . mr president , ladies and gentlemen , the conditions in which took place the elections in peru in may this year unacceptable . b5 h-0793 / 2000 by mrs ainardi and others , on behalf of the confederal group of the european united left / nordic green left , on the situation of women in afghanistan . i therefore welcome the fact that the report contains certain points clear and specific on the situation of women and that it draws attention to the need to try to intervene to prevent the taliban regime to continue its work of discrimination full of women . the eu has an important task . there can be no recognition of any member state , as will be maintained the policy of violation of human rights , including systematic discrimination against women . we must take account of this reality , within the european institutions , and the fact that drug cultivation are used to buy weapons . it will be resolved the neighbouring countries , so that they improve their opportunities in the fight against drugs . i believe that the time has come to recall the need for the european union is beginning to outline a global policy towards latin american countries which might be able to ensure that these countries are experiencing periodically crisis situations such as those that some have experienced . mr president , ladies and gentlemen , the commission and the house welcome the release of the father jesuit spanish alejandro matos castro last week . b5-0782 / 2000 by mr haarder , on behalf of the group of the european liberal , democrat and reform party , on macedonia : legislation on higher education and the universities . that is why we are very pleased that the problem of higher education has finally found a solution really positive . for my part , i see above all a good example , for all the neighbouring countries , demonstrating that education is not spread hatred , as is the case often - but it can also be the cradle peaceful coexistence multi-ethnic society peaceful . i would also wanted this solution is approved by all parties represented in parliament . i can perhaps to take this opportunity to stress that the commission has already been welcome its cooperation with the high representative , mr van der stoel . we are not holding this debate today only to express our deep sorrow and we are having above all to look at what happened , what are the causes and how we are going to change the situation , how we can , as the commission and the european parliament , to ensure that such events the repetition . in any case , mr president , we are in agreement with this joint motion for a resolution that we support , as it is , under the urgency , and on the basis , it goes without saying that i mentioned earlier , and we disagree with the amendments which have been tabled under the urgency . for the amendment on working conditions , there is a directive for doing , the wording of the amendment is not as satisfactory that the text . it is simply unacceptable for the islands of the north and the west of scotland , as the route potential crossing the north sea to the european continent which will , i hope , be opened in the near future . i am pleased that the greek government has meanwhile cancelled this exemption . that is why , as a result of the sinking of the ship express samina , the commission immediately asked the greek government to provide clarification on the application of community law in force . i would like to raise the question , and i would ask you to clarify this with the bureau , whether , after the abolition of friday , the abolition of thursday did not already begun a certain side . this problem is not resolved and as long as it was not , the international financial institutions - the imf and the world bank - will not be able to help the democratic serbia , so it must also work at un level with the countries of former yugoslavia to find as quickly as possible an agreement which can release , when the time of the freedom comes in serbia , aid economic - through the imf and the world bank . in these moments will perhaps play in the streets in belgrade the advent of a democratic change where the use of violence can be avoided . we condemn all acts can be seen as a provocation , in particular as regards the holy places in jerusalem . in relation to the middle east , we europeans have made an effort , venice , madrid and oslo , stockholm - and we really supported the promotion and the development of this process . the fact that the more shocking is the use of bullets fragmentation by the police and army in israel ; these bullets , which triggered in the body , tens of the pieces and which are banned at international level , even in fighting against soldiers , are now employed against civilians . i believe that europe can and must do a great deal in this direction , with clarity and decision . we must therefore do everything to stop the fire in as quickly as possible . there provocation such as the action ariel sharon must not happen . that is the case today , and that is what prevents and prevented europe , in all these years , to play a role as mediator in the middle east , abandoning this role to the united states alone . we are not sacrifierons the serbian people our noble objectives moral because it may mean the death of thousands of people in serbia and in yugoslavia . to conclude , madam president , i propose to send a parliamentary delegation as quickly as possible and as soon as a new government in yugoslavia is formed in order to establish the plans of reconstruction of a new serbia in cooperation with this new government . madam president , ladies and gentlemen , we live , obviously , a historic day in this parliament , which will mark the end of one of the last pillars in a dictatorship totalitarian course in europe . mr president , there is a problem , the german version of collecting concerning the topical and urgent debate - i do not know whether it is also the case for the other versions - contains only the amendments of the gue / ngl group , but no proposal for a resolution , or even the joint text . mr president , i would simply like to draw the attention of my colleagues on the pile which shows what documents we have had need for the vote this week . if parliament could propose amendments to the decision of the council , it reluctance probably unemployment and social problems in croatia , which are due to the regime of austerity imposed this country , yet there is no legal base for such amendments in this context . this is an opportunity to claim the same objectives as far as the eib 's activities . mr president , we have discussed yesterday evening , in this house , the question of serbia and changes revolutionaries who produce . i would also convince my colleagues , and especially the council , to remain in the negotiations of the next few months on the budget for next year and the subsequent years , the more true to the commission 's proposal , which , in my opinion , is the best estimate of overall costs in croatia and in other parts of the balkans . in 1990 , democratic elections held in this country were considered fair and free international opinion . i therefore say yes to financial aid , yes to this guarantee , and i call strongly on the commission to help massive country deeply european and now really governed democratically and in accordance with the principles of the rule of law , to join in the candidate countries , because i believe that croatia has earned our our unconditional support . just as the rapporteur , i wonder whether the money intended to this end will be really available , particularly as it appears that enormous funds must be provided soon to serbia and that the budget of the european union is not reviewed on the increase . the delegations of parliament croatian and our own have also asked the council to extend the mandate of the eib . i hope that contacts noueront quickly and , as for croatia , aid will be granted to the serbian people , which deserves our greatest respect . ( the minutes were approved ) in the same spirit , we call the women of the european parliament to participate in this delegation : there will be a call on tuesday and wednesday and we were to gain signatures and participation in the delegation , the intention express building , between women , bridges of peace , where there violence . in general , there has been more suffering for the basques and for the spanish ; it is true that the spanish and the basque people are tired of the ongoing conflict . madam president , you will recall that , at the last part-session i mentioned the critical situation a militant democrat , the englishman james mawdsley , which was being held illegally by the burmese authorities . madam president , as far as i am concerned , i would like to refer to the rules of procedure . in fact , this report technical façade , which does not seem to make great change political , is extremely important because , in a surreptitious , it introduces the possibility to practise genetic engineering in viticulture and therefore to reach a wine growing genetically modified . if we do not support the report , there will delays . the council of state - as you said - has rejected this appeal and properly informed of this rejection . but now the situation again and concerns a colleague , of course of the ppe-de group , but not on my side policy in italy . that is why we argue actively for the introduction of a scoreboard social , as has been the case for the internal market , with clear measures , deadlines and deadlines . i hope , madam minister , that the council will be inspired by the expectations of the european parliament and that you will manage , at the nice summit , to set ambitious objectives in a european social agenda which we can then work over the next few years . in the wake of the informal council ' jobs and social policy ' of 8 july in paris , the presidency had asked to all parties involved - the european parliament , of course , the economic and social committee , the committee on regional policy , the social partners , ngos , groups and committees of the council - to their proposals . setting the quantity of quality is a false debate and lisbon has clearly set a double objective : more jobs and better employment . we must encourage this mobility , while ensuring the safety of drifting occupational . we must try reiterate and to describe the shortcomings of the system and , in any case , we must put in the agenda . we believe that the open coordination is the right path towards a social europe . the implementation of the ambitions of society posted at lisbon calls for a community 's efforts , an action plan for the creation of jobs in the services , particularly those relating to the information society . the commission can , of course provide a major contribution , but social problems are anchored to local level , and we must deal with taking great account of various contexts specific . the social was as correcting the effects of the most harmful of economic policies . the proposal put forward caused by the commission would have been much better without amendment - congratulations , commissioner . this is an ambitious agenda and i would point out how much we have made progress painfully in the area of social protection in the previous legislature . i believe that this will be very positive and will help women to reconcile family life and occupational . i sometimes have the impression that , under the concept of modernisation , often think strip the social protection of its substance . what are the fundamental elements of the content ? it is still difficult to define european objectives which will be equally in force for all the member states , since there is a reality diverse . 49 amendments have been tabled in committee . it is therefore important that we provide guarantees for the possibility will non-governmental organisations to influence this process . another point is that the community must intervene more in the evaluation of the needs for further initiatives , including , if necessary , the adjustment of the regulation , equal opportunities and the fight against discrimination . it is not that good ideas and good plans to achieve equality have failed in the past , but their implementation has often failed . it is not right that the voice of women to be for exclusivity by a handful of occupational demand living thanks to the dependence of public money . the equality between men and women into civilian life , which allows women to benefit fully of human rights and fundamental freedoms . i expect that the players of men are interested , and that they are fighting stereotypes and roles of the sexes exceeded . i believe that we must thank him for having followed this debate , given that his presence was not provided during this debate . competition policy we must offer our companies the best possible conditions so that they can organise their production and , above all their future . they must have a wide choice of products of high quality sold at competitive prices : it is , ultimately , the reason why we need to promote the single market and , at the same time , free competition , because this will benefit all our citizens . it is the decision to grant or not to grant aid in the sector of coal . the point 16 of the riis-jørgensen report refers to improve legal certainty in applications of mergers , and more effective and more quickly timetables applicable to procedures appeal . in any case , it is public companies , which must force is not a perfectly all right governance , but to a monopoly position in the past and present . it is necessary to involve its citizens more in the information on competition policy , so that it recognises the benefits . they have a meaning considerable for employment and regional policy and i hope that we understand the future , so that this aid , aid internal , which have implications for regional development and the economy of the regions , and where transport take value typical example , can be pursued . this communication contains three messages are important . i should also like to thank mr evans for his excellent report on the rules on state aid to the steel industry and the eighth report by the commission on state aid in the european union . so i would like to reassure mrs palacio and mr karas , as well as other members who have spoken on these points , and say that the regulation takes account of their concerns . otherwise , we our objective , namely to promote competition and consumers , in a way perverse . the joint debate is closed . the mechanism of financing is the application of article 119 of the ec treaty , which is still in force during the third phase of economic and monetary union only for the member states which do not take part in the single currency . mr president , commissioner , ladies and gentlemen , i welcome the fact that we can still today to discuss the proposal for a council directive amending directive 68 / 193 / eec on the marketing of propagating material vegetative vines , and i hope that tomorrow 's vote will be positive . some of them have launched , on 5 july , the call beaune , where they express concern about the introduction of gmos in their job . the rules that they provide are also in favour of the production of a material plants varied and offer the best guarantees for health , which is fundamental , to support effectively the restructuring of vineyards in the community , key point of the new com vini over wine production . it must say loud and clear , it was not necessary gaver the articles of this directive references to the directive 90 / 220 to be revised , except to promote strength in the vines genetic manipulation . i am pleased to inform you that we can accept amendments nos 35 , 40 , tabled by mr graefe zu baringdorf , which seek to strengthen the transposition of the demands of security and management enshrined in the directive 220 / 90 / eec . i should just like to point out that parliament has not been asked to vote as such . madam president , it is about paragraph 14 of the minutes on the request for waiver of parliamentary immunity of our college pacheco pereira . i shall be more specific on the qualified majority . on the weighting of votes , the two options well known to remain on the table : weighting easy for which a slight , very slight majority confirms , or double majority , but with various formulas , dual simple majority or repondérée or a form of ' net population ' . furthermore , without prejudice an assessment of needs and the coordination of economic assistance and financial in the federal republic of yugoslavia , which will be entrusted jointly to the european commission and the world bank , the european council in biarritz has decided to give the federal republic of yugoslavia a first emergency humanitarian aid of eur 200 million . but you see , ladies and gentlemen , if i wanted to tell you spontaneously and very much my feeling , i would like to say this : whatever the sensitivity of these issues - composition of the commission and the voting system - this is not on this basis that it is possible to measure failure or the success of nice . positive was approved by the heads of state and government of the charter of fundamental rights , but i must remind you , mr president-in-office of the council , the reason has made this approval as possible . as we do not need to die dreadful the spirit of nice , our priority over 50 days will be to raise the negotiations at political level . in this respect , i would also like to address my colleagues of the european people 's party - and i would ask mr poettering to listen to me , because what we are defending in this house , we must defend outside . from what we know of the results obtained by the prime ministers and presidents biarritz on issues highly sensitive reform of the treaty , the charter will probably the most wonderful success of nice . the council would encounter expectations european citizens by launching a great consultation of the people of the national parliaments , to reach a charter which meet the needs . we must therefore launch an invitation to return to the origins of our union , have the courage that have been mr giscard d ' estaing and mr schmitt in deciding the election by universal suffrage in the european parliament in 1976 and in 1979 and decide in 2009 we will have finally a president of the european union , president of the commission . i would particularly like to respond to mr poettering on the gap between large and small countries . i have just come back with a word simply on matters of external trade policy , because it is a very serious . that is something valuable which has been emphasised by all the members of the european council . another positive point has been the adoption of the charter in its entirety . in addition , it seems to me that on this crucial for the future of the european union and its method of decision , biarritz marked points , and we can only welcome this . i hope that we can still convince , progress , to prevail on this point at nice . i quote two examples : there is the right to work to the right to work and , on the other hand , a number of social rights included in the social charter revised in the council of europe are not in the charter . it is clear debates which take place throughout europe , including those in biarritz , that major member states seek , in part , to put pressure on of the small member states in order to reform the european union in accordance with the line followed by the big states and their desires . the dissatisfied with the two sides are proof to the negotiators that they give lifts towards a fair balance . the leaders of europe have not made a clear vision . a committee structured on criteria of representation of each member state disregards view little visionary . we would then of a centralised union , which would leave the small countries less influence that the system of two-chamber american leaves the member states federal small . after the summit sheik , where all the parties concerned were together to find even a solution to the crisis of violence and restore the dialogue between barak and arafat , we have seen , though there has been the moment where it seemed to be able to succeed , it is extremely difficult to contain the violence . in bad whistle-blowers , of course , to say to mr barón crespo things which are not real about italy and my party . it is important that we acquiring progress in the field of energy taxation in europe . this has suffered a blocking total until now because of the principle of unanimity . we cannot allow unfolds a situation in which the small member states administered to fear a drift towards solutions directorate-general . i believe that the convention has produced an excellent job , and i am proud to have been able to count amongst its members . in the second case , the question will be when work this principle of the rotation strictly based on equality between large and small . the extension of the real issues of qualified majority voting with codecision , the preservation of article 250 as it is now , the place and the commission 's role in closer cooperation and not just on the first pillar : that is a few elements which will allow us to judge instantly , at the end of the day , failure and success . mr president , i would like to thank mr jacques , first of all , jacques delors , i would like to thank altiero spinelli and fernand herman , i would like to thank everyone , vaclav havel carlo ciampi , both mr joschka fischer jacques chirac , michel barnier pierre moscovici , chris patten costa simitis , through florence , and the variety of current members who have taken up , from 1999 , the great movement for a european constitution . do criticise not too europe merchant , and it is a socialist you said : it has given more wealth for all . let us at least on this objective , and because we do have to say how . mr president , i have had the satisfaction to see that in substance , the proposals presented recently at the intergovernmental conference are in the same way that all or part of the criteria that i have exposed . mr president , commissioner , rapporteurs , ladies and gentlemen , you have hoped that we have , this morning , a debate on the issues on which your house has found it necessary to supplement the opinion on the intergovernmental conference that she had made last april . thus , while respecting the constitutional framework exists , it seems to me difficult - i can tell you - to provide more than an opinion procedure advisory by parliament at the time of launch . you know , this means that we should do some political choices , scope far greater than the rules of procedure three requirements laid down the highest . i myself have pointed out that the formula adopted for the charter was a promising avenue to explore . but i have understood correctly that beyond language , your question disguise a further concern . that is also why i want to thank you , and on the substance and on the form , the initiative that you have taken . the implementation of closer cooperation should not lead to the creation of new bodies which administered in addition to the institutions of the union . it is time to review the treaties . the rejection of the european council to include the charter of fundamental rights of the union in the treaties establishing , to make these rights legally binding and allow the citizens whose rights would not have been respected access to the european court of justice , undermines this consensus fundamental . without this , it does not meet this europe of citizens , in my opinion . paragraph 8 : the constitution will deal - and i quote - ' issues left open ' . nobody has yet been able to explain to me which would have changed since then . secondly , in relation to the agenda insufficient , which has left side of the issues to be particularly important for the future of the union and the interests of citizenship . mr president-in-office , tell the eve of the revolution - an event which should have disastrous consequences throughout the world - the church orthodox russian was plunged into a debate complex the style of clothes ceremony to bear during carême . it is therefore imperative that cooperation offer all the guarantees recommended by the rapporteur , that they are open to all respect the spirit of the treaties , and that they do not go against the acquis communautaire . there are , however , a point that i would like to widen : it does not seem right to demand or to go down the road of the referendum mandatory in all the member states for the approval of the proposed amendments . we have had a debate very fed on two issues which , although different , meet one point . we are prepared to ensure that it can be put to the vote during the november part-session , so that the text can be adopted under the french presidency . ( parliament adopted the resolution ) what means ' the introduction of the possibility of retired gradually via part-time work ' , if not a threat on the retirement age too high in many countries ? everyone knows that pensioners , such as children , love jam . i have asked pensioners who have commissioned here , in the european parliament , with the pensioners ' party they hear to drink wine been genetically modified . or derogation , to put on the market propagating material standard , when the needs cannot be covered by other categories . i would therefore ask you , mr president-in-office : variations in labour costs are they not , for this reason , they also limiting free competition in the european union ? it was therefore inevitable that we vote against this report ... despite the measures taken in favour of greater deregulation in the european union , state aid still have a constructive role to play in social and economic development . these aid may be necessary for the protection of the environment , the maintenance of public services and the guarantee the same levels of income people regions that are economically disadvantaged . we underline the risk , after the recognition of control of the eu on state aid important target aid of a small amount of money on the grounds of competition made to smes . section v - court of auditors if we consult the timescales for implementing the budget for categories 2 , 3 , 4 and 7 , we see that only an average of 8 % of all commitments are covered by payments . there are three years , we are prepared through our employment initiative by helping small and medium-sized enterprises to obtain of risk capital . parliament wants to do in two ways . only then the european institutions meet their mission . i would like to take this opportunity to express my thanks to the vice-president responsible budgetary matters , our colleague gerhard schmid , for its constructive cooperation . we want this committee should be able to work , but we cannot tolerate that it is the place where the requirements of the european parliament , as part of the budgetary authority , to meet the least response . this means that the 2001 financial year is the last year 's budget fully and it is in this context that we must assess the proposal by the commission and we are presenting to parliament . we also want that we look at administrative expenditure . since 1985 - and i repeat 85 , parliament 's committee on budgets is trying to ensure that the procedures of the european parliament take account of the financial implications of the resolution that vote parliament . i will end , mr president , by thanking the other institutions for their hard work in the treatment of this joint declaration . you are called upon today to you to vote on a budget which has already been amended at first reading by the council . with regard to structural actions : the amount of structural actions has generally been extended the 2000 budget . the council 's attitude to the revision of the financial perspectives is fluid . when we look at these different figures , we see that still remain considerable differences on a purely quantitative but also , of course , in terms of substance . in this respect , i must point out that last year , a new decision was taken with the council at the end of a long debate , and i have little hope to be able to take up this debate . the financial perspective decided in berlin for the period during to 2006 provided 8.1 billion euros for the meda programme . i should therefore like to ask the council and the committee on budgets to think in terms of foreign policy and not only in terms of budgetary policy , when they are working on foreign policy . the second concerns support for the victims of human rights violations , who need treatment in specialist bodies . if a compromise solution fit to support the important work of the committee on economic and monetary affairs had to achieve during the time we have to be able to resolve this issue ; otherwise , the position of our committee remains open . it is enough for us to remember day after day sparking our positions of television and the fact that the middle east is going through a difficult period . that is why i hope that we will be able , despite everything , when we vote tomorrow , the majority required for the monitoring centre in dublin . mr president , on behalf of the committee on agriculture and rural development , i would like to make a few comments and in particular , to start on rural development . we have asked the approval of a credit a guidance two million euros for an information campaign on the cfp . the european commission must negotiate with arguments weight to achieve a reasonable agreement with morocco and the council and the governments concerned must give political support to this negotiation . we consider the budget for 2001 , with at the top of the images of the serbian population . overall , we would like to see these amendments are adopted . however , a path important which people can ensure that their concerns are taken into account is the call to the ombudsman , sending a petition to parliament . i should like to begin by talk of the budget of this house . in the surprised many members of my delegation , we have the beginning of september , established unanimously a platform strategic . for example , 400 amendments tabled by some of my colleagues have been surprise to many of us in the committee on budgets . it is difficult to imagine how new posts could solve the problem of management if , the commission as the council , are still procedures complex of another age , which are used to implement many programmes . over recent years , this parliament has consistently shown that it was based its work on a thrift real . it is unacceptable to speak , for years , very vague about commitments and reaffirm regularly if it is to say , when it comes to its accounts , that it is too for us and that we must now restricting on our promises . if we do not imagine that some unfortunate million on these lines - and we cannot not much more - we agiterons a carrot that we will have to withdraw when these people will really need it . as last year 's budget , the budget for 2001 was faced with problems practically insoluble : one , the pressure for the consolidation and the policy of rigour , as agreed in the interinstitutional agreement , in order to ensure the funding of enlargement , on the other hand , the need clear-cut of financing the stability pact for the balkans . requiring better performance also means more staff . the adoption of this amendment , in its original version , could begin to change , but the majority of the committee on budgets has rejected this idea . and , unfortunately , are many other examples : the special treatment given to associations of the federalist or the many ngos to function , the philosophy and operation of the most was debatable , the financing of european political parties , passing through are offset the prince programme , to try to persuade the citizens of the member states of the appropriateness of the euro at a time when the european currency is experiencing a loss of confidence largely shared by europeans , our friends danish until the leaders of the european central bank . to conclude , our colleague mr heaton-harris has rightly pointed out , in the amendments he has proposed , one-sided many european programmes by means of which serves a propaganda citizens on european integration , and that its own expense , collected . what is more , our administrative systems must be modernised and we must also set a good example . the meda programme , devoted to the mediterranean , geographical area of the utmost importance strategic , is a good example of lack of capacity of implementation . when we talk about reductions or take money to heading 4 to give resources some priorities , we must not forget what are the priorities of the house , and we have revealed clearly during the vote in committee . this amount must therefore be a clarification . thank you very much , mr wynn . this means simply that there are real elements of flexibility to make progress on this or that policy , even when someone is not , or do not want , and this applies to the countries of the union also applies to the candidate countries . i believe that austria has not to complain about what happened , quite the opposite . the recommendations regional organisations and the experience of neighbouring countries will certainly contribute to the definition of these resources . in 1984 , 0.2 % of owners colombians had 32 % of the earth . the council is not here to comment on this or that aspect of this issue , which is extremely delicate and painful . at the same time , we cannot hold a debate on issues which are , once again , an extremely complex . question no 10 by ( h-0722 / 00 ) : so , i will not attempt to give a definitive answer to this difficult issue . quite simply , we have the feeling , and your answer shows a little , that the presidency of the council is not very determined in the treatment of this issue . therefore , the income of this tax will , of course , not null and void . i also i excuse , but we are going to apply the rules of procedure . if the right of the chamber has remained silent , it is , therefore , that we have already discussed these issues earlier and our opinion , it is unnecessary to come back several times on the same issues in this chamber that our time is valuable . furthermore , pending the adoption of this directive on the prevention of transmissible spongiform encephalopathies , a decision of withdrawal of material presenting risks in the light of these diseases has been taken in june 2000 , to eliminate any progress new epidemic and guarantee consumers the level of health protection as large as possible . i have no other elements that those i have been able to tell you earlier . we follow , and we know the work of the commission and the council on the erika package 1 , but , on this passage , which is known two countries and had within the european union , which is a passage particularly difficult , moved by large vessels in order to win a few hours , with the risk that old tankers come to fail , and lead to a disaster , i would like to know , and especially the people in corsica , sardinia , would have liked to know if it will be possible , and if you are looking to ban purely and simply the changeover bouches bonifacio by these major ships , these major containers . that is why i believe that we must , in principle , to support the commission 's proposals for the revision of the policy on staff . it must inject money in the budget for serbia and kosovo . i hope , mr president , and i end , that we will scrapping the lines of the budget of eur 50 million to finance the peace agreement with israel / the plo . that is why we propose , in the european parliament , new measures , which will serve to seek new funding - we know that the current climate will not allow - cement new compromises between the institutions which will improve the quality of expenditure and ensure that no euro to be wasted . remember that european policy , as in any other area , the options and fair stop sometimes majority . it is designed to overshadow rather than to clarify , and i was disappointed by the attitude adopted today with regard to the budgeting activity . the attaching expenditure on the basis of activities allows us to consider the budget as a political tool in which the breakdown of the expenditure reflects the political priorities precise . we must find a solution multiannual so that we do not have , year after year , to discuss every time the way in which we could find money for the reconstruction of the balkans . those who are interested in the development of an agricultural industry sustainable know that the momentum central of the recent reform , as it was agreed in berlin , ' moves ' constantly of aid to the raw material in direct support of the income of farmers . a budget , ladies and gentlemen , is always much more than a mere danse figures . finally , it is immoral , mr president , to reduce the expenditure for agricultural policy , for the meda programme , for the excluded social , in order to find resources intended to finance the european union 's obligations in kosovo and in yugoslavia . clearly , we must avoid the serbian population is suffering from cold and hunger in the winter . furthermore , i would like to express my concern that the various parliaments of young people included in the socrates programme . of course , it must also say very clearly in the council that it bears a share of responsibility in the development inadequate of certain external programmes . we now need a stable solution on this aid , especially when it comes to their long-term planning for the western balkans . i think that most people would be prepared to accept such a cost , provided that this money to be used efficiently . i share the concerns and the arguments that the rapporteur , mrs rühle , has raised this evening in research and of social aid . there are two weeks , held the joint parliamentary assembly of the acp . at the same time , we want the budgetary resources to be invested in the fund for research and information , in order to find alternative production for tobacco producers in the current . i would like to make it clear that the european union has had the influence of the more direct and more positive that we can imagine on northern ireland . in this model , the respect of rules and procedures is guaranteed by an independent authority and , ultimately , by judges . we will , for the first time , a codecision procedure at first reading on a text extremely complex and riddled technical difficulties , on a sector particularly sensitive for the protection of civil liberties . it is good that we have not met in a single authority their the respective duties . are you aware , for example , that the schengen system has achieved more than ten million statements on almost one and a half million people , that europol sees its powers constantly extended , centralize information from various police service of the fifteen member states , and under the only control authority or the competence nor the resources are available to give it a chance to do actually another task . having said this , i take the opportunity of the presence of the commissioner to say that it would seem appropriate to be concerned about not only the protection of citizens in relation to the new technologies , but also of the use of these technologies to promote the capacity of the european citizen to intervene and interact with regard to the european institutions . amendments nos 44-45 1 , 2 , 4 to 10 , 12 40 , 42 to 54 , 57 , 58 and 60 64 reintroduce the text of the council for areas where the commission can agree . it goes without saying , therefore , that its opinion on the legislative proposals which concern the protection of personal data will be very valuable because it will be an important contribution to the debate legislation between the institutions . the treaty gives to the outermost regions economic and social situation difficult , exacerbated by handicaps , in particular the permanent and interaction are seriously damage to the development of these regions . it will help to the promotion of economic and social progress , thanks to a high level of employment . so i congratulate mrs sudre and we look forward to the application procedures of the proposals of the commission to be taken into account in the near future of the specific characteristics , in accordance with article 299 ( 2 ) of the treaty of amsterdam . for many europeans , some of the outermost regions are destinations of tourism on the map . our unemployment rates are among the highest level of the union . i am pleased that the committee has adopted by a large majority of the amendments i tabled . it is very important , in my opinion , that the outermost regions to be incorporated into the trans-european networks of transport , energy and telecommunications . the adoption of unanimity of the members of the committee on regional policy , the report presented by our colleague margie sudre is a testimony of loyalty to the european parliament towards one of its commitments the most important . we cannot discuss a number of circumstances and believe that the ideal and idyllic - call - will have been achieved , there will be no need to take further action in the treatment of these three areas and , more particularly , in the outermost regions . this article , ladies and gentlemen , does not , but we can strengthen and , i think that it is necessary , to extend and improve our action . for the preparation of the proposals which are necessary , the commission is cooperating with the member states and the regions concerned . in these areas , as we know , there are permanent difficulties and i believe , therefore , objectively , according to their real level of development , that they will need in the long term the support of regional policy and special measures . a meeting of this kind could again be organised in the course of the year 2001 , when we will be more advanced in the implementation of the programme presented in march . the presidency has said that it was closed , and i accept fully . i believe that parliament to keep to the current rules because , as another speaker said , very often , indeed , it is not machines which have not worked , but the members who have forgotten to vote , and if we could to correct a vote in the future , we would end up ever . i am clearly what i have been eating . in short , mr commissioner , as the authority , it is important that the commission services responsible , in cooperation and coordination with the member states must establish a system of controls homogenous and effective in the food chain , and that the network of laboratories food of the european union to be strengthened and work in coordination with the commission . we must avoid duplication of activities and scientific research , which means cooperation with the research centres national and community . today , we are discussing a white paper and we have an interest to define a few basic principles . now , these procedures have been amended and changed , and we have our own agency national food safety , the food standards agency . finally , we will also support a number of new amendments , in particular amendments nos 11 , 13 , 7 , 9 , and we want to have a vote in all conscience on amendment no 14 . in this context , i would like to say at the outset that food safety completely relies on the organisation by the authorities of stringent controls - controls which are also rigorous link the weaker . it is clear the matter how superficial and empty with this debate on political unification of europe . confions european authority of food safety , the only experience scientific , in liaison with our national agencies . if we raised the spread of the main diseases of origin of food which affect europe at the moment , most of which have in fact their first appearance in america . nevertheless , it is imperative to define the conditions of referral of the food safety authority to ensure the most effective and rapid action . we should also emphasise , as some previous speakers , in particular mr whitehead and mrs gebhardt , that the white paper is much more than a new regulatory framework within the european union . mr president , i feel today both satisfaction and the recognition of the commission has initiated this work for a better food safety , and on the other hand for mr bowis and the whole of the committee on the environment , public health and consumer policy . amendment no 17 seems to me particularly important and provides that we ask the council to consumer organisations . another aspect is the review organic standards on labelling , both for sale in great detail , a review which finally , thanks to the traceability of products and their ingredients , accurate information to consumers and allow the determination of responsibilities possible in the event of risk or crisis . in my opinion , the drafting of a new legislation is not a good response failure to respect the existing legislation . during the vote in the committee on the environment , public health and consumer policy , we have managed to restore a certain balance bringing in the area of application issues relating to nutrition and other references essential role of small and medium-sized enterprises in the safeguarding of eating habits . mr president , i would like to join my colleagues in congratulating the rapporteur , mr bowis , for his very constructive approach and very logical to this specific problem . mr president , the fact that the white paper on food safety will not value legislation does not prejudice to the dual value that it is certainly . the rapporteur , as well as many members of the european members of the committee , including myself , have placed the emphasis on the food authority , which is somewhat regrettable . the independence and autonomy of the body are the advantages which serve the best interest of european consumers . i said , during this period , that we had had the opportunity with the choice of the rapporteur . mr president , i would like to congratulate our colleague mr bowis for really tried to integrate all the points of view in his report and above all for having accepted that we referred to the concept of the more general food . in short , mr president , the policy must not shirk its responsibilities . but above all , it must win the respect of his or her peers and public confidence and to bring the governments of the member states to accept his conclusions . that is how i envisage a future european food safety authority . it is the world health organisation in geneva . i will not conceal the fact that the white paper , i voted against the creation of such an authority . we must therefore ensure that the european union has the highest standards possible food safety , but this view - unanimously shared - must also analyse the economic consequences that it creates for the sectors affected by a requirement of production . the tasks of the agency will then : independent scientific research is needed , consultation , inspections and independent monitoring , as well as a rapid alert system , but surely also a task of coordination in order to restore confidence . incidentally , i would say to the speakers who have made reference to the question of the need to be sensitive to the promotion of local products or traditional that this issue is covered by the legislation on hygiene . this climate consensual will facilitate the task of the commission when it comes to submit a balanced proposal which takes account as far as possible of the opinion expressed by parliament and the many stakeholders in the area of food safety . to tell the truth , this matter has been in recent years of the driving forces which have led , from a political point of view , the signature of the ottawa convention . i would remind my opposition to amendments nos 10 and 19 to the concerns of coherence in the budget and , with regard to amendment no 29 , i request a vote by blocks in order to have an improved wording of the text which is suffering , in my view of the problems of interpretation this raises a first question , the european union and especially the commission must do all it can to ensure that those countries which have not yet signed the ottawa convention . - ( de ) mr president , ladies and gentlemen , we all know the impact of anti-personnel mines , although they are often in some cases justification military important . it is he who has raised for the first time in 1996 , the question of a budget line for a horizontal approach and the creation of an adequate legal basis to provide a platform unique to very many actions taken in this important area . but i cannot conceal the fact that the power of persuasion of the union to achieve this objective runs somewhat the reluctance of some member states which fail to sign and ratify the convention . the fight against anti-personnel gain in efficiency when it can adapt to the conditions within each situation . parliament knows that there are already far too , and that , thanks to our proposals for the reform of community aid from outside , we hope shirk the severity of the control of individual projects and concentrate our debates with the member states on strategies and programmes comprehensive . the ngos have mushroomed to meet the needs and , however , there is no escaping the fact that around four years after the first conference of the united nations on anti-personnel mines which took place in geneva and more than one year after the entry into force of the ottawa convention , many countries and thousands of people in the world , often in the poorest regions , continue to suffer the terrible consequences of anti-personnel landmines and unexploded ordnance . it is important that the commission to improve the quality of its programmes and the speed of their implementation . however , i think that , if you read once again very carefully , you will notice that there are several amendments you quoted which , in my opinion , concern awareness campaigns , on transparency , on access reserved for ngos , on things which work very well at this moment , but which could still function more effectively . mrs bonino and mr patten have also right to say that parliament and the council should not to deal with questions of administrative , and i have listened very carefully the remarks made by mr patten on this subject , because it considers clearly that we should still less to concern ourselves . mr president , a long time ago that our group is taking place actively on the range of applications and the necessary measures , since the decommissioning of production , the destruction of stocks , the judgment of the marketing , until the de-mining operations , the rehabilitation of victims and awareness . in the member states then to support the process in international forums . the mines are of course a major obstacle to the reconstruction of these countries and the return of refugees . with the rate we will , as has already been said , we should more than 100 years to get rid of the world of anti-personnel mines . the third area concerns concrete measures to propose , to monitor and to implement . for every child that we protect in bosnia , in africa and elsewhere death or of the horrendous injuries resulting from the mines , the efforts that we are providing all are justified . we need to put pressure on the countries of the european union which have not signed , such as finland , or which have not ratified , such as greece . ladies and gentlemen , look at finland ! finally , we hope that the tasks for the future of the common eu military force stakeholders in the training of technicians , especially of people with an interest at local level in the elimination of mines . it does not emphasise that the list of countries most seriously affected is mainly composed of developing countries . the european parliament 's proposals comparisons to be more in contradiction with the lisbon objectives . the rapporteur , mrs van lancker , hope that parliament decides to amend the commission proposal , mainly by adding some areas in which the legislation is appropriate , and on the other hand , and in defining a number of rights at european level . that is how the process of luxembourg , which applies to the policy of employment , should be extended to the social protection and social exclusion . the major powers such as germany , france , great britain and , to a certain extent , italy , are all agreed to submit their dominant small countries of eastern europe or the south who call their accession to the european union . however , we feel for legal reasons that it is a mistake to refer to article 6 of the treaty establishing the european community , because it has not been able to be formally adopted in the convention - because of its structure - and therefore has no legal basis . we believe that the inclusion of a new text in the treaties could lead to confusion legal . moreover , the rapporteur is reflected in the new theory to be a general trend in brussels , the so-called of dual legitimacy of the european union : that of citizens represented by the european parliament and the member states represented by the council . the members swedish social democrats and democrats have today voted against the report drawn up by mr olivier duhamel on the constitutionalisation of the treaties . it is important that the european union is moving towards a constitution which incorporates the charter of fundamental rights . a constitution would not make sense if it was the democratic framework of a real european federation , a united states of europe . it has said understand , in agreement with a large part of the political class , that we govern our relations with other countries by an international treaty . . ( en ) i should like to welcome the report from mr duhamel as an interesting and constructive contributions to the idea of the constitutionalisation of the treaties . they think that a reorganization and a simplification of the treaties allow citizens to define more clearly the scope of the responsibilities of the eu , its limits and the procedures for the exercise of responsibility in question , the charter of rights has been prepared on the basis of a convention involving national parliaments , the european parliament and representatives of government . until the treaty of amsterdam in 1997 , europe was a super union intergovernmental . the group for a europe of democracies and diversities voted against the report gil-robles gil-delgado on closer cooperation . it demonstrates the concept of a union far too monolithic , where all cooperation should speak within the single institutional framework ' , and where they should all be directed towards the objective of the super-state . we must therefore avoid to slow down the functioning of the whole , and therefore allow certain member states to go by developing the mechanism of closer cooperation . the structures operational of the single market have always been a success since the beginning of the 1990s . . ( nl ) the cooperation at european level can be useful to resolve cross-border problems . these areas could be a tremendous laboratory in terms of sustainable development . the technocrats , european judges , have tried to remove the granting of sea ' which feeds resources our common of the french overseas departments and , above all protects our craftsmen . on the other hand , france has the overseas territories in the indian ocean and in the caribbean . its independence will be an indispensable element to its credibility . our vote has clarified the role and the composition of the future european authority , but also stated in our demands on its funding and its independence . secondly , the european agency must be completely independent . we must take account of the type of agricultural practices and agri-food industrial , the problems of imports of goods food , the composition of the ingredients for animal feed , maximum levels dioxins and pesticide residues , components food and others , giving priority to food safety . we have voted in favour of amendment no 15 , because we are very strongly committed to the defence of europe 's cultural heritage linked to local food production . we do not have margin in almost no category . we would also like to include 50 % of the budget line and to 50 % in reserve . i note that other proposals are designed to reduce this budget . report ( [ c5-0300 / 2000 ) by mrs haug , on behalf of the committee on budgets , on the draft general budget of the european union for 2001 - section iii , the commission ( c5-90 b5-0300 / 2000 - 1999 / 2190 ( bud ) ) madam president , i appear as signatory of certain amendments to this report . ( parliament adopted the resolution ) the real surprised about this budget on external actions , where the dominant selfishness and meanness . other resources could be provided by means of the flexibility instrument . i have voted against the haug report , in the same way as i have voted in favour of the proposal of my group for the rejection of the general budget for 2001 . we refer in particular to the new pilot project who will finance the actions of information in the context of the fight against paedophilia . this shows , in a way , the little motivation that gives rise to the european project , even among the citizens politically active . 20 to 30 % of the markets will be new offered to competition to the private sector . given that this is not guaranteed in the report presented , i voted against the report . if we combine the low unacceptable limits national , starvation premiums , with the proposed cuts amounts of withdrawal - 5 % for citrus fruits , 8.5 % for apples and pears and 10 % for the rest of fruit and vegetables in the amount for the market - we understand that , for large quantities of in processed fruit and vegetable products , there will be no way out for the distribution . this would result to reduce the overall prices , putrefaction of products in the fields and in installations of packaging cooperatives , forcing farmers to dig what they have grown . i have voted for this report because it meets the expectations of the organisations in portugal in the sector horticulture , which claim a change belt-tightening of the com on fruit and products horticultural considered deeply damaging national interests . report johan van hecke ( [ b5-0296 / 2000 ) this problem has its roots deep in the sacrifice of all and , even the quality of the environment and climate , on the altar of capitalist exploitation of resources and profit out of proportion . the rich countries had decided at kyoto to take charge of cleaning up their own atmosphere , even if it was also allowed in strict enough limits , to put on their own list of results for the reduction of emissions that they are helping to achieve . the fight against the greenhouse effect is a major issue for the industrialised countries , a duty towards the people in the third world who pay their lives with the consequences of global warming . all art is to live with intelligently . we must also ensure and strengthen the effort geared towards the detection of substances suspected people endocrine disrupters , perhaps in a legislative framework . the consumer and small and medium-sized enterprises do not benefit enough of the internal market , the introduction of the euro will devote completion . furthermore , they have so far obliged banks to communicate cross-border transfers of eur 12 500 their central bank for the purposes of statistics of the balance of payments . these companies will obviously meet the requirements are the same in matters of security and money laundering . we have even aware of cases in which the costs of transaction for cross-border payments have increased later to the introduction of the euro , and this in the proportions are considerable . the european central bank could help by imposing a formula transfer uniform for payments at european level , and in supporting the introduction of a single standard in the numbering of the financial accounts in the international system iban . it is important that consumers will accept the euro . madam president , the report by mrs peijs , on payments of detail in the internal market , includes the old demand on the part of the european parliament on the high cost of cross-border transfers within the union . the peijs report himself says in recital d of the draft resolution , and i quote : ' the costs high linked to cross-border transfers undermine consumer confidence in the euro ' . we have therefore still much to be done in this area , but on this point , resources and means of policies are more limited that what we can do for this question of payments of detail in the internal market . the market of the euro is perceived as an area internal and the citizens do not understand why , in this area , where the risks involved in changes are spoilt ballot papers and where electronic payments , particularly banking transactions by the internet , are increasingly currents , transfer between munich and salzburg costs much more transfer between munich and kiel . the achievement of this objective will require to you as many years of work . we to the benefit of the opportunity to consider a shorter deadline for the implementation of cross-border payments that the report by mrs peijs urge . the debate is closed . it seems a good policy to favour a pragmatic approach and of subsidiarity , which the small business at the heart of this mechanism , rather than a proposal which , under the pretext to avoid the scattering of resources , would serve only to produce a fair statistics whose use specific would be impossible . specifically , i have three comments on this programme . we should remember that the first community action programme in this area has been adopted in 1983 , i.e. there ten seven years . furthermore , i have always wanted to achieve these goals through effective policy and pragmatic . i would say that they are real commandos economic and innovation , situated in the first line and very vulnerable to the risks involved in this area . we will finally to take account of the results of the work of symposium ' sciences and governance ' , which was held last week in brussels , under the aegis of the centre technology foresight in seville , and the monitoring of this symposium , because it has many interfering with the subject we are debating today . the rapporteur details a set of priorities to strengthen european entrepreneurship . this is an excellent for the image of europe because we can help people quickly , correct and responsible . mr president , i too would like to express my thanks for the excellent work done by mrs montfort . the important thing is to find the right balance , to avoid some fail constantly at the expense of others . this is not right and i support this report . that is also the guiding principle of the charter for small businesses . the programme will ensure that the networks provide this information . it is clear that the main aim of this plan is to put a stop emigration towards the countries of the european union , as well as to repatriate people who live illegally in the european union . i emphasise , in particular the need implementation of measures to improve internal security , the strengthening of dialogue between europeans and the regional authorities in albania and , in relation to the commission and the council , the promotion of separate actions in cooperation with the albanian authorities , italy and greece . the lack of reports social , economic and political , combined lack of security and organised crime , lead the flow of migration of mass destruction . mr president , unlike my colleague mrs pack , in my opinion is that there are groups which planks of albania , the better . it is , of course not possible to find immediately a solution to the problem in its entirety , but a little more long term , the aim is to create a world of fairness and right , which offers men the safety and the possibilities for the future . there is also a gap between donors , in other words , all of us , europe , the united states , which give money , which lay down projects , and the other hand , people who are working on the ground . let us use the bilateral agreements , which , on a legal basis and clear , jointly work , the duration of residence , the place of residence , the remuneration , hours , working conditions and social security , so that migrants will become a force which will value of the economies of our countries and will contribute to the friendship and cooperation between peoples and not culture aspirations nationalists and worthy of the cold war . some men and women are sent back when they were more or less integrated . the priority must not be given to the means to limit the flow of migrants or refugees , but how to improve the living conditions of the region in such a way that people do not have to leave their homes . mr president , i too think , as has been said by mrs dimitrakopoulos , that there is still at the centre of what is the difficulties of albania - economic , social and internal security , the question we can help to restore the rule of law , to give security to its citizens , to restore the authority of its institutions and its local authorities . i share the opinion of our colleague mr liese , according to which we need to establish a distribution of the policy on asylum and refugee policy . the action plan for albania has been adopted in june this year , and it is the sixth of its kind . we can see , in the population , a frustration vague , but also a lack of knowledge of community law , we would like to ask the european parliament and the other community institutions not shrink small work hard to work precisely , to devote time and staff necessary to the achievement of tasks . with this report , we want to show the citizens that we take it seriously their complaints about the poor quality of legislation as well as those on regionalisation and centralization excessive . the treaty is of course important , even if the limited number of people here to discuss leaves not necessarily mean at first sight . in addition , and it is an essential point , the report addresses the issue of subsidiarity , which , this evening , raises the dispute in this house . it would also be very interesting that the commission to make a survey of the legislation , in the light of this principle , to make it more simple , more transparent , more efficient and more relevant densities texts superfluous , as call paragraph 6 of this report . having studied the report with a great deal of attention , i have come to the conclusion that it is not even a political principle but a principle of theology . we must therefore guarantee the recognition of the principle of subsidiarity to the smaller communities , the realities autonomous , to training intermediaries , the training of social , to the families and citizens who are unique real sovereign legislative action and administrative . i shall therefore give you a vision brief of the situation . i give the floor to commissioner . is this an area where we should move towards full regulation , with the guarantee that it will be implemented everywhere or should we move towards a voluntary agreement , provided that it can be implemented and controlled ? - ( de ) i voted in favour of the report , even if some of my amendments were not adopted , it is because it looks on the issue of costs high of exchange and transfer in the euro zone . when , in around fifteen months , the same the notes and coins will be introduced in eleven member states , it will cost more to obtain this new body monetary outside the country where we live . mr president , commissioner , ladies and gentlemen , i would like to begin by saying that i regret that the commissioner on fisheries , mr fischler , cannot be with us today . this should encourage cooperation in fisheries and the moroccan fisheries sector and at the same time to comply fully the fishing interests of the european fleets . we are therefore reached a consensus to work in the context of a responsible partnership , after which morocco will present its point of view at a meeting which will take place , as you pointed out , in brussels , 30 october , i.e. monday . a few weeks , i am myself visited algeciras , on the south coast spanish , because that is not far short of morocco . over time , we have seen that they were not only difficult , but also that they could become impossible . by means of fisheries agreements , the european union can exercise of fishing activities and exchange of the prerogatives of fishing with third countries . i have read in a revised technical swedish on fisheries how one of these vessels cornered taken in el aaiún , which is described as a port of morocco . all this is tested , which is the whole of our fisheries agreements and not just with morocco because it is also mauritania and soon guinea , amongst others , - which are called into question . it has been 11 months to get to the point covering where we are now , namely the meeting of 30 and , in this respect , we also know to assess the latest measures taken by commissioner fischler , the results of its journey of 26 in morocco and the meetings held a high level , including with king itself . however , i would like to convey to the commission , today worthily represented by commissioner busquin , a few messages very brief . my question to the commission is this : if we do not succeed an agreement with morocco , or if this agreement is concluded in terms pointed out by the commission , an agreement which stimulates production moroccan , the commission does it intend to take structural measures to compensate for the delay which will happen in the regions affected ? as we foreseen , the difficulties of negotiations with the moroccan authorities have been great . finally , in the case , regrettable , where the negotiations fail , the european union has the political and moral duty to support the fishermen and the owners of aid satisfactory and the appropriate to safeguard their livelihoods . we need to reduce overcapacity of the fishing industry of the community . that is why we need more quickly close economic and political relations with morocco , in defending the interests of our european fishermen . that is why the commission is working on the basis of a new partnership for development interesting both parties , the development intact the fisheries sector of morocco , the fleet , aquaculture , the processing of trade , research and the other hand , the granting of fishing opportunities for european fishermen . rights of teachers language the difference is clear , and not just in german . in july 1999 , the commission has brought this treaty infringement proceedings before the court of justice . so , unless that will be able to harmonise the systems - what we hope - at the moment , respect for the principle of subsidiarity must not allow to move for discrimination , much more probably , is the request a privilege . we can certainly accept that the previous commission , mr santer , was not the best , it is the reason why it has gone . the members of the committee on legal affairs and the internal market of the whole of the union and all the parties , met to proclaim unwieldy talk of rights and recommend the adoption of charters rights if , in situations real where people are deprived of their rights , nothing is done to ensure that these rights to be recognised and respected . that is the problem in this case . this attitude is completely unacceptable in a modern europe . the area of education is obviously of subsidiarity , but within the framework of the treaties , the free movement of workers and the prohibition of discrimination are own all , we - and in particular , because i come from a state fédératif - we say in favour of the principle of subsidiarity as a principle of cooperation within the european union and that we undertake to ensure that the remit of competences between the levels in europe are classified as quickly as possible in accordance with the principle of subsidiarity . in this context , it can no longer be a question of discrimination . you , mr president , you would you treat by someone who knows the terms and surgical in italian , english , french , german , or by a surgeon ? ( the sitting was closed at 10h56 ) we express our deepest sympathy . i give the floor to mr ceyhun , which is expressed in my capacity as rapporteur , and on behalf of the socialist group . as far as the council and commission statements on the third asia-europe meeting , the council has indicated that it does not wish to intervene at this time . therefore , it is an issue which , in accordance with the treaties and of the euratom treaty , the responsibility of the commission ; it concerns , or can apply , many citizens who are not exclusively in spain , because it is , in this area and in that region , without there is any contingency plans , hundreds of thousands of european citizens from fifteen countries of the union , not to mention many people who have just outside to use the costa del . madam president , it is a sad , although very revealing , to hear the interior minister of spain , mr mayor oreja , to say that there is no point to engage in dialogue with the basque nationalists , even if a new cease-fire was said in the future . i should like to ask that we look at this week a statement by the commission on the uk government 's decision to introduce a tax discriminatory for hauliers , not in the uk . given that the parties of the european liberal , democrat and reform party and european tend more and more to combine with forces inspiration xenophobic , racist and authoritarian behaviour , i believe that it is not just a serious hazard to italy , but also a sign of something which affects the whole of europe . my report contains serious criticism of the french proposal . these demands are expressed in amendments nos 2 and 4 of the karamanou report . the initiative of the french presidency that we are discussing today has must aim to improve the two agreements in general on mutual legal assistance in criminal matters - that i already mentioned - especially in the area of the fight against money laundering . we must admit that if the project of the fight against money laundering has suffered damage as a , the blame lies in parliament , but the council . we can only congratulate this work . of course , the way , as mr marinho - and i agree - is the communitarisation . all those who expressed have agreed that it was an excellent initiative , and we support its content . what we need is that europol can operate across borders . these facts occur too often in our europe of today and , before to give my support for mutual recognition premature , i would like to see a mutual recognition of standards fair . i accept that this will be difficult , because we must build on the basis of instruments fragmented . but it is also a need to strengthen the economic side that is the european union , and this is the wishes of the citizen , which we must take into account because the citizens of the european union have a right to security . in the european union , we must fight it resolutely against money laundering , being aware that we need a political cooperation and justice effective between the member states , as effective as possible , especially since the creation of the single market and the liberalisation of the markets of capital and financial services . as for the advice financial , nothing will enable us to think that the lawyer not exercising his profession as such . furthermore , i would like to say that i am aware of the consideration of the question raised by various members on the conditions in which the confidentiality of the legal professions may be a rejection based of judicial cooperation in the fight against money laundering . this is particularly true with regard to the serious crimes and the most serious crimes cross-border . overall , the mission is so widespread and important that it cannot be supported by the only the council . it follows that it is necessary to strengthen the rights of citizens by adopting an effective instrument and to recognise the competence of the court of justice , particularly with regard to its right to the interpretation and its power to regulate or not . therefore , although i am in favour of a strengthening of cooperation and coordination , i think that this legislative system would be a mistake , and we oppose . the second point i would like to raise is also interesting . this is an initiative to be welcomed , and it must therefore welcome the fact that it is to obtain such support in this house . i shall take this opportunity - as several members have raised very sensitive issues - to say quite frankly , as we have just heard mr coelho , that this initiative , seems to us , above all as a first initiative , which demonstrates the political will of the council to recover the delay which exists in the field of judicial cooperation , in relation to police cooperation . and that is why i see as an important instrument for guaranteeing judicial control of europol . the programme fair on research activities in the field of agriculture and fisheries was included in the fourth framework programme which has drove from 1994 to 1998 . given the importance of the research programme for agriculture and fisheries , it is regrettable that it has raised some problems in the organisation of the programme . the report by the court of auditors on the programme fair , the origin of the report of the rapporteur , has been published in march this year , even if the letters sector on audit had initially been sent by the commission in december 1998 and february 1999 . i would like , on behalf of the committee on fisheries , highlight certain points . you have emphasized , and i thank you , the spirit behind this report by the dialogue with the court of auditors , the commission services and the interest you brought . this illustrates that the commission is not remained passive and that it is responding to the comments that you have made . i now come to the question that mrs morgan has asked for the recovery of . thank you very much , commissioner . this price will be issued association ' basta ya ' during the december part-session next year . i am firmly convinced that it also means , even if some heads of state and of government do not want to admit , the opening of the constitutional process so often and consistently requested by this parliament . i am particularly pleased to be before you today to discuss in depth of this beautiful project that is the european union 's charter of fundamental rights , before you do not adopt the final position of your parliament on this text . i , for my part , no doubt that this opportunity will . it is true , however , that some criticisms have been made on the content of the charter . i believe that it is an important position and i welcome . it was a great success for us , members of parliament - and the groups have front on this point , which is a positive result , we have obtained sixteen members represent the european parliament in the convention . i believe that this charter is a blow master and that it can become , as has the headline a major european newspaper on 26 september last year , the visiting card of europe . therefore , my group still think that it is absolutely essential to include a reference to the charter in article 6 ( 2 ) of the treaty . there were those who pensèrent that europe held last the opportunity to get out of the single free trade area and of the rut liberal to lay the foundations for a europe of citizens . at the european summit in nice , in december , civil society has decided to take action to make its voice heard and have proclaimed its desire a chart
