was closed , and i accept fully . i believe that parliament to keep to the current rules because , as another speaker said , very often , indeed , it is not machines which have not worked , but the ordnance . it is important that the commission to improve the quality of its programmes and the speed of their implementation . however , i think that , if you read once again very carefully , you will notice that there are several amendments you quoted which , in my opinion , concern awareness campaigns , on transparency , on access reserved for ngos , on things which work very well at this moment , but which could still function more effectively . mrs bonino and mr patten have also right to say that parliament and the council should not to deal with questions of administrative , and i have listened very carefully the remarks made by mr patten on this subject , because it considers clearly that we should still less to concern ourselves . mr president , a long time ago that our group is taking place actively on the range of applications and the necessary measures , since the decommissioning of production , the destruction of stocks , the judgment of the marketing , until the creation of the european union , we have the foundations of a constitution , a constitution for the supranational structure of the union . the demonstration is an appeal to a social and democratic europe , a europe of citizens . the draft charter can be used , sometimes temporarily , by the parties , trade unions , environmental organisations , churches and many other groups of the member states of the union and candidate countries , as an interesting reflection document on the future of the cooperation between the peoples of europe . i would like to focus on three points which have already been addressed this morning . the charter which will be adopted today will strengthen and will clear the values and fundamental rights and principles on which our community must be based . i would like to join , of course , those who wish to include , in article 6 , a reference to the charter and its further integration in the treaties . let us remember the case of bernard connolly , the book of criticism on the commission has been banned by the court of first instance . this synthesis is important , at a time when the union is called upon to define the legal status , in terms of rights and obligations of nationals of third countries which are legally in the european union . i am , just like him , convinced , that it will have effects unique immediate and , on the other hand , is our opinion the obvious body . i believe that the lessons of these recent events will serve if we accept the need to draw up a european defence policy and to put in place capacity relating , which is , in my view a component of the essence of european integration is the single currency . i also believe that the combination between these various resources is a property , is a possibility , specific to the european union and the work that we have before us , if this policy is progressing and consolidated , it is to develop a genuine european culture of prevention and the treatment of
